When a car is running rich it means that its has to high of a fuel to air mixture ratio. Proper fuel to air is about 15:1 air to fuel. If its 12:1 then its running rich and burning way to much fuel . I extreme cases you can get after-fire were unburnt gas is ignited in the exhaust and cause a gunshot sound.

Each car runs on a air to fuel ratio, yours is incorrect is is letting in too much fuel. Could be anything from o2 sensor to injectors to bad plugs. See a mechanic

To answer a technical question it is important to specify YR.MAKE ,Model eng.size ,carb or fuel injection and characteristics of the problem.Running rich could be a vacuum leak, leaky injector ,restricted air flow(eg.plugged air filter),O2 sensor out of range,Possible defective fuel pressure regulator(fuel being drawn into vacuum port dew to pin hole in diaphram.),restricted overpressure fuel return line, clogged PCV valve, defect in MAP sensor dew to loss of proper vacuum or electrical open circuit, etc.
