I feel that children should start when its getting dark to make it more scarier and end about 9:30 or 10:00 because Halloween falls on a Wednesday and kids have to go to school the next day.

when i was a kid it used to start after sunset and continue as long as porch lights were on. then parents used to bring their kids around mid-afternoon while i was still at work and wondered why no one was at home to give out candy.
where i live now (in a very rural area) parents take there kids to the high school gym from 6-8 PM where parents/families line up and the kids walk by collecting candy. i do not call that Trick or Treating but in some areas the houses could be a good half mile apart and would take half the night and cause a mess of a traffic jam on the back roads with the continual loading and unloading of kids from the vehicles.
