Well I've never seen the word "blip" used like that before, but when downshifting the only thing you need to make sure of is that your foot is pressing down on the clutch.

"blip" is the proper term. And it is not necessary, but it does not hurt the car, and can actually make downshifting much smoother.
It is only necessary if your car is older and does not have synchronized gears. But if it is newer and does, using the throttle blip during downshifts, if done properly, is a great way to shift smoothly, and is actually better for your transmission.

If you are not talking about downshifting an automatic transmission, say going from D to L, then it doesn't hurt.
The idea is to get the engine speed to match the transmission speed and make things easier on the clutch and the syncronizers in the transmission. Is it necessary? Not really, but it doesn't hurt, and should make for a little smoother shifting and ride.
This was required, way back when, the gears weren't syncronized. It was necessary to match the speeds of the engine and transmission or you would grind the gears when you tried to shift.

if you are down shifting you shouldnt be on the gas at all, unless you are going to try to pass someone. Even then it should only be down shifted one gear. You dont want to over rev the engine or create extra pressure in the transmission. Both are damaging to their parts.

no what i do is when i down shift i go down 1 gears then it was in i put the clutch in and put my other foot on the brakes and slowly let the clutch out and then go down 1 more gear and repeat do that as may times u need to do to slow down

This started when the manul transmisons wase't
secronised. It's good idea to use it so the breaking HP helps slow the car.
