I hate the term psychic, for exactly that reason as well as that it just has negative connotations nowadays. I loathe it. But people understand me far better than if I told them, I'm a clairsentient, clairaudient medium with a bit of clairvoyance. most people don't know what those terms mean, far easier to say I have psychic gifts.
What constitutes being "psychic"? Being able to sense things above and beyond the range of normal senses. For example, my largest gift is my clairsentience, aka empathy. I can feel other's emotions, thier pain, their joy, etc. I sponge it if I'm not careful, to the point where it can weigh me down. If I don't ground it out on a regular basis I can't function. I can also hear the voices of angels. How do I know they're angels? Well, trust, along with the sensations they send me (there is nothing like the love and caring you feel when an angel wraps you in his wings as a comforting gesture) and that I've actually heard their wings moving (it creates a sound in the air). Or that I just know things, and I know I'm right, but not always sure how I know them. For example, I know I'll eventually hear from that friend I'm estranged from, it's been confirmed by someone else, but I sensed it long before she told me. Or that 9 times out of 10 I know whose on the phone even before caller ID picks up who it is. I'm always right. Things like that.

Psychic powers can be and are tested by trained scientists in laboratories in the US, UK, France, Italy, Brazil, Japan, and other parts of the world. It is important when answering this question to be very specific about the types of things that are being tested. There have not been any tests of people levitating, large objects being thrown across a room, fortune telling, generating fire or ice, or controlling the flow of water. These are science fiction topics, not scientific topics. Parapsychologists test telepathy, clairvoyance, precognition, psychokinesis, and the nature or human consciousness. The experiments are designed to provide an environment where these events could occur and to measure their effects. An additional aspect is an examination of how these skills are performed. The effects that are measured are typically small and are usually determined through an analysis using very closely controlled situations. Evidence does exist for each of these phenomena, but they are typically expressed in scientific articles that are not read by most people. Research centers like the Rhine Research Center and the Insitute for Noetic Sciences employ reputable scientists from different disciplines including psychology, physics, engineering, and biology in order to produce sound research and analyses that can help to add to the scientific knowledge base. Previous research has demonstrated the effectiveness of hypnosis which is now commonly used in medical and psychological institutions throughout the world. I've included some links to research and other articles that demonstrate the types of things that are tested.

okay, "psychics" (or people of similar nature) have the ability to pick up an object and sense the person associated with it. How does that work exactly? Am I sending energy to my clothes that someone else can pick up on? That's just not likely!
Some can see the future? Again, how do you see something that hasn't happened yet? I would believe that I was leaving mental imprints on my underwear before I would believe that they have a connection with another time reality. At least my underwear is tangible!
There is much more "proof" that physical powers of the mind exist such as telekinetics and pyrokinetics (videos for example).
In closing, my sister called a psychic line once and they said, "You have to be 18 to use this service." and hung up. She was 20. 'nuff said.

The difference between psychics and people who are just hallucinating or delusional is intersubjectivity. True psychics relate to an unseen OBJECTIVE reality and various psychics will all react to the same stimulus in this reality (if they are sensitive to it). The interpretation of the stimulus may be different, but they will react to the same stimulus. i.e.
A shaman may see a big rock blocking a flow, while a chirstian may see a demon guarding a gate, but both will see the same blockage in the same location. If this is not true then it it is likely they are halucinating or delusional.
My personal standard is that my observations have to be at least 80% correct for the ability to be of value.

I wouldn't necessarily call myself psychic. According to my clinical diagnosis: I have alternate personalities or DID that appear to have certain advanced knowledge about the past, present and future events. They also allegedly can speak various languages as well. According to at least one witness: one of them was speaking what was later determined to be Aramaic to another individual on the phone. Since I have been on Disability I have regained some memories of these lost time episodes when these alternates were in control. It's only my opinion that most of these alleged: "gifted" psychic people are also or actually abductees or: "Hosts"at some point in their lives.

I just want to say that just because paranormal things happen to someone...doesn't mean they're "psychic"...and most don't claim to be. I sure don't claim to be one.
EDIT There's lots of info on this on Google. Just type in "definition of a psychic". (It's too much to copy for you.)

Psychics dislike participating in tests. It brings their "ability" under too much scrutiny. They don't like exacts either, for the same reason.
