Seals, sea lions and many other animals including birds can detect the pressure changes in the atmosphere as a sort of barometer and can detect impending trouble. They will vacate the area and head away from the storm area. If they are still struck by it they will spend most of their time diving in deeper water to avoid the threats of the storm.

Many marine mammals and fish are killed in hurricanes.

A small percentage of fish get killed when they get washed inland and become stranded, but a very large number of fish and other sealife die later on because the reefs are destroyed by the waves. It can take anywhere from 5 to 50 years for reefs and fish populations to rebuild following a hurricane.

With marine mammals, its a matter of luck. The mammals that are in sheltered locations, or in deep water have a good chance of surviving, but mammals that are not near shelter or deep water when the hurricane hits are usually killed from being smashed into rocks or drowning. Forms of shelter include estuaries, leeward sides of islands, mangrove swamps, coastal wetlands, and open ocean. Human alteration of coastal habitat has eliminated many areas needed by marine mammals for protection from severe storms.

The surface of the water is restless, but underwater is rather still. You can notice this when you go to a beach with large waves. If you swim underwater just a couple feet the six-ten foot waves are barely felt at all.
