You probably realized that one number is to be divided by the other. As you've seen in the responses, you start by dividing 30 by 45. A lot of people get stuck here, not knowing which number becomes the numerator and which the denominator.

Look for cues in the question. "Fraction of 45" tells you that 45 is your basis for comparison. Basis...base...bottom...all indications that 45 is the denominator.

You can test your assumption by trying the question with a much simpler case for which you already know the answer. Mathematicians do this all the time.

E.g., "What fraction of 2 is 1?" You know that 1 is half of 2, and the fraction "½" has the 1 on top, two on the bottom.
