I recently had to do this for my brother's wedding.
First off you create your document. Page 1 outside of the program Page 2 will be the inside.
First make the document landscape.
Then create 2 columns (Click Format, Columns and change the number of columns to 2)
On the first page left column will be the BACK of the program. Add the text you want
Click Insert, Break, Column this will make you goto the top of the next column or the Front of the program.
Add the text you want for the front of the program.
Click Insert, Break, Page this will bring you to the left inside of the program.
Add text
Click Insert, Break, Page this will bring you to the right inside of the program.
Now what you should have is 2 pages with 2 columns.
Print out a few copies of page 1 or the outside of the program
File, Print (look for the radio button that says pages and enter 1)
Take a SINGLE print out and place it back into your printer BACKWARDS to figure out how to put the paper in your printer so it prints the INSIDE correctly (right side and direction on the paper)
When you've figured out how to place the printed pages into your printer then start printing page 2
File, Print (look for the radio button that says pages and enter 2)
I hope this is clear. Pictures would do a LOT better. But this worked GREAT...
A word of warning... VERY THICK PAPER will NOT work well. It will curl, smear and jam for the second printing.
With this method I was able to print and fold about 150 programs in under an hour.

You could try using another program besides Word, like a card maker. Might be more simple since it sets it up for you already - for example PrintShop is a really good one. It is possible in word, but less simple. If you still need help I can try to explain it to you in word.
You could also try using Microsoft Publilsher, I believe they have a card making template under 'greeting cards'.
P.S. To the answerers above. She isn't trying to print on both sides of a full paper I'm assuming, she wants to be able to fold it & have it look right.

You just have to make page layouts for both sides. Print a stack of one side, then put it back in the printer flipped over and print the other side.
I would just take them to Office Max and let them deal with it.

I'M not sure but you could simply turn the piece of paper over in your printer so, you can print on both sides.

I have a program called creatacard gold that allows you to make a card and it will tell you how to put it in your printer and how to fold it so that it prints on all four sides once it is folded. I think I paid 45.00 for it but I'll bet if you went to half.com you could get it cheaper. It is really cute and has lots of different cards to make weddings to sympathy cards, birthday to anniversary, invitations you name it they have it.
I hope this helps.

I'm not sure exactly what you are referring to here but it's my understanding that you're talking about columns. There should be a columns button in the top tool bar (it looks like multiple lines in two columns). If it's not in the tool bar it is in the format menu.
