Short answer: you don't.
Long Answer: It doesn't matter. Canada is allowed to access any web site(s) and so on that any US address can so it's a mute issue. You could change ISPs but that would be a lot of hassle for a very small return. If your IP was reporting you were in Communist China on the other hand, there would be a potential for real problems.

Your IP address is given to you by your ISP. If they are handing out Canadian addresses, then their main office may be in Canada. Contact them and they should be able to change the address for you.

IP addresses are not nationalized, i.e. there is no such thing as a Canadian IP address vs a US IP address.
Your IP address is assigned by your service provider.
Why do you need to change it?

Your IP Address resolves to your provider, not you personally. The area you are seeing is where your ISP is! (or their 'nearest' server)
