Interesting question - probably English. The U.S. has a destiny to fulfill in the world and until it helps establish a united world it will never be conquered.

The reaction that Americans have managed in response to 9/11 is underwhelming. Yes, had the response to Pearl Harbor been similar, WWII would not have gone well.
First off, rather than declaring War on Japan, he'd have declared a 'War on Bombs' since it was bombs that inflicted so much damage on Pearl Harbor. Then he'd demand that Hirohito turn over the pilots who bombed Pearl Harbor, while simultaneously cautioning the American people from harboring any ill will towards the Japanese, who, as a people, can not be held responsible for the actions of a few pilots.
Then, he'd have invaded and held Midway, since it /must/ have been used by those pilots as a launching pad for thier attack (ignoring the existance of aircraft carriers).
After that, it'd get even crazier. He'd over-extend our forces to hold the Phillipines, which the Japanese wouldn't bother invading, instead fomenting revolution among the natives and supplying them with weapons and training. Six years later, Europe & England having, in the meantime, fallen to the Axis, the Democrats would be calling for withdrawl from the Phillipine 'quagmire,' and looking to Japan to take over responsibiltiy for 'restoring order,' there.

Since Japanese interests own the majority of commercial property on the Hawaiian islands, your question has less merit than you thought. Sorry, Bush is still an evil zombie doofus, just like the shrew, but we weren't saved by our president back then, either.
Oh, and Dubai owns 20% of the Dow Jones IA, the banks own lots of properties - as soon as someone gets enough money to buy a few banks, we'll get dissected, unless someone comes in and changes everything.

Who knows. After invading some country that was entirely unrelated to the attack, Bush would have mismanaged the war, instituted tax cuts, bankrupted the country, told us constantly that we were making progress and then left the mess for some Democrat to clean up.
Germany might not have declared war on us if Bush had been president because of certain family financial ties which might have enabled Germany to defeat Britain and maybe even the Soviets. We would have been next.

I'd have to say English, now if Clinton were in office, that's another story. They'd have given up right away.
PS, The Soviet Union was on the Allies side of WW2!
As for Japan being allies of Germany and Italy, if you read the alliance agreement (I assume you know how to research this!) you'll see that Article III of the Tripartite Pact doesn't state that if Japan attacks another country they'll become involved.
