Some companies will have rules about this.
If you are looking at playing the field at work this would be highly unadvisable.
If you have someone particular in mind my advice would be to discuss the matter with your superiors or human resources. If the employee in question is a direct report they may want to move him/her under the authority of a different manager, or recuse yourself from any decisions that will benefit the employee in question personally (eg pay rises, promotions, bonuses).
Many people meet thier future spouses through work so obviously there cannot be blanket rules against colleagues dating. The best thing to do is be open and honest with your company about it.

In America anyone can date anyone they want. A Manager should not date their employee simply because it's unwise to date someone you work with, especially someone you have to supervise. It will cause problems in the future and businesses know this, that's why they usually frown upon hiring related individuals.
Can they? - It's a free country, it's your choice.
Should they? - No, unless they are willing to give up their job for that person.

Well, I mean, you can, it's just not a good idea. If the manager were to break up with an employee, then fire them for not doing their job properly, it could be worked into a harrassment suit like *that*. It's also really never a good idea to mix business and pleasure- it puts a lot of unnecessary strain on a relationship.

You could, but you'd also be in for a lot of flack. People would be saying you'd get by with anything as you are a favorite, brown-nosing or just plain ignore you. Where I work there are many couples working, but they have to be in different departments or shifts.
The 2 of you must decide if your career is worth the possibility of losing a lasting relationship by spending too much time together or the possibility of both being terminated.

Yes they can but it leaves you WIDE open to sexual harassment lawsuits if it falls apart and the other is bitter. It would be your word against theirs and you will lose.
I did it once but I made her sign a sheet that she was a willing participant first.
