President wrong for causing the need for a "constant string of investigations"?

Is it the role of Congress to ensure oversight or is that unnecessary during this time of war??

No they're not wrong to investigate all the misconduct committed by the administration. That is their job clearly spelled out in the Constitution. Unfortunately, for 6 years the Republican congress rubber-stamped almost every action that Bush and his cronies took. Clearly, there's a lot left to learn about these criminals. Knowledge is power. Clearly, we need to know what has transpired in the past to make better decisions in the future.

Not wrong. Just partisan. The first had to deal with the issue of warrantless electronic surveillance without proper legal authority. Then, lo and behold, they discovered they had passed Public Law #107-108 back in December of 2001 which contained the legal authority to do so. Several of the more partisan members of the new majority in the Congress started chanting the "WMD mantra" about our involvement in Iraq. Then someone reminded them of the reasons contained in Public Law #107-243 which many of them voted for and which had scant mention of WMDs in it.
They tried to accuse the administration of violating law by revealing the name of a covert CIA operative, Valerie Plame, because her husband blew the whistle on the WMD issue about Iraq, only to find out Ms. Plame was no a covert operative within the definition of that law.
I suspect a lot more of their "in-depth" investigation will crash on the rocks of reality in the future. They are reminding me of a character played by the late Gilda Radner on "Saturday Night Live" who, when her mistakes were corrected or brought to light, said: "Never mind!".
Oversight is needed. Senator Truman used that function to ferret out fraud in war contracts during the Second World War. But, this Congress isn't exercising oversight. They are just showing that we need to exercise oversight by putting them all on the unemployment line in November of 2008.

Congress is using these hearings and investigations as an excuse not to do their jobs.

Has any of those hearings and investigations actually done anything for the nation?

One example that sickens me is the 'Walther Reed' hearings. Once the Democrats got their political benefit out of it they dropped the issue - and never allocated one penny to correct the problems!
