The lot east of my property was empty until this summer. A construction company started building on it. Can I bill the construction company (or the new occupant) for 1/2 the communal fence?

No, you can't bill them. Under your thinking they could put up a nice stone wall and bill YOU.

The fences are actually divided up. You need to check with your city, you are only responsible for either your left or your right fence. I always (I have to replace fences from time to time) have them tell me exactly which is mine, because I can't seem to get it straight if it is left facing the house or left coming out.

This is a common dispute, and cities resolve it by giving each home owner the control over one of their fences. You need to check with them on what material s you are allowed to use and the allowed height as well before you start putting up any fences. They will let you know all is this when you apply for your permit, but it is easier to get it before you start.

Why would you be able to bill them. You have the right to have a fence if you want, but they also have the right NOT to have the fence.

I would talk with the neighbor to split the cost, but they are NOT required to pay you if you build it. In fact, if you build it over your property line or even on the line, they have the right to have you REMOVE it at your cost.

Usually the gvpt requires the fence to be built 6" off the property line - unless both parties agree before it's built, then it can be on the property line.

No the fence is on your property, you decided to build it, and most likely if wood the nice side of it is facing you. You put up the fence for whatever reasons, privacy, prevention of animals coming in, keeping the kids on your property. It is not a communal fence it is yours.

YOU have property. Your neighbor has built something, "anything" on YOUR PROPERTY. You need to get some "legal" help right now. Does the word "trespassing" come to mind? How about building something on another person's property? It sounds like an "excellent case." All you have to do is, take care of your "business." I wish you well. Yes if it is on the property line, even if you don't he has 1/2 share in it if it is on the line.
