People say this term all the time here in Los Angeles and I looked it up on the net but nothing there.

Flake, flakey - means eccentric, crazy, weird person

And a lot of other regions of the US find LA to be eccentric, so it is eccentric to the extreme. I don't know if people think of it as the LA part explains the flake part, or if it is LA and flake to be a double whammy. Interesting that you say LA locals use the term a lot.

My view from Canada who find different parts of the US equally strange.

Well, I'm on the other coast, but when people around here talk about "LA Flake", they're referring to a person from Los Angeles.

Los Angeles...full of fruts, nuts, and flakes, like a bowl of granola.
