There was an anti-marijuana film put out by the Federal Government in the 1930s called "Reefer Madness". So, I would say for at least 70 - 80 years.

Some colonial laws required landowners to grow some for the use of the British navy (Ship sail=canvas derived from cannabis, which is btw the ancient Greek word for "useful"). Of course, it was in use before any European colonists got here either.
