Civilization is typically defined as a complex society characterized by the practice of agriculture and settlement in cities.

It's hard to determine exactly when and where the first such society developed. Most likely, it was in the Fertile Crescent - modern day Iran - around 9500 B.C.E.

If you mean when did people start settling down from a nomadic culture, then circa 4500 BC are the first cities in the Middle East (Jericho and Catal Huyuk), though they didn't last terribly long; and it was closer to 3000 before we have good written records from Egypt and Ur, Uruk, etc with the first city-states.

what are the marks of civilization? language, culture, tilling the soil, wearing clothes, belief in a higher being???, ...we're talking the early nile and possibly early sumer civilizations, and then even further back from that as our ancestors roamed the savanahs of africa in search of wild game...those that survived kept together in organized groups.
