They were in a region fairly close to Rome. So Italy would be the modern answer.

The Etruscans are a non-Indo European culture, so they were likely there in what we call Tuscany (Etruria to the Romans) for far longer than the other cultures in the area (who are all Indo-European).

There were stories that they came from the Middle East or were members of the "Peoples of the Sea" that ransacked the Mediterranean at the end of the Bronze Age (1150 BC or so); but there has been little, if any, proof to back this up.
