some what like irony, its when one(meaning the person) says something in an ironic, jocular(meaning joking-ly), sometimes rude way.
Sarcasm is never meant to be taken seriously. General, most people understand that due to the inflection of the words..almost in a sing-song tone that also sounds mock-angry/annoyed. Sometimes though, people do not understand it and become sincearly annoyed and upset at the sarcastic comment.

Sarcasm is a concept. A play of words, where someone communicates with a negative or a tone of defiance in the way they speak.
For example...A person simply asks me, "Excuse me, do you know what the time is, please?
A sarcastic reply would be, "The time?...2007."
Sarcasm is the easiest and most pathetic, and lowest form of "wit".
