You're not going to be happy to hear this, but you need to take the plastic inner fender liner off to get at the bulb for the turn signal. You'll have to raise the front of the car up to take the wheel off so you can get the fender liner off. Here's a short description of how to do that:
NOTE: Take care not to scratch the body.
Remove the front inner fender
-1 On the back of the wheel arch, remove the screws .
-2 With a Torx T30 bit, remove the bolt securing the front wheel arch protector.
-3 From under the front bumper, remove the bolt securing the front bumper, splash shield, and front inner fender.
-4 From the wheel arch, remove the clips securing the front inner fender (and splash shield) on the body.
-5 Release the hook of the splash shield, then remove the front inner fender.
My guess is if you read this far it seems like a thing you may not want to try at home. Its not that difficult if you just look for the screws and bolts. You will need a Torx head bit to get that one Torx bolt out. If you do get the fender liner off, then the most famous words in auto repair apply--
"Install in the reverse order of removal":
Personally its not worth my time to do this; its easier to pay someone who has a lift where its much easier.
