Why did Newt Gingrich (R)-GA and every other (R) in America accuse Presient Clinton (D)-AK of "wagging the dog" when he attacked Iraq?

Please don't accusse me the asker of being a "Liberal", I voted for Bush in 2000 and will vote Republican again in 2008, I'm of the neoconservative foreign policy mind and am for the military actions against terrorist sponsoring nations.
I only realize that just because I have an (R) affiliation or a (D) affiliation doesn't mean its right to jump on the band wagon of attacking a sitting President for policy decisions and military strikes.

And now I see much of the same thing from (D)'s today attacking Bush.
The behavior is sickening. That is not to say that those who are opposed to war based on the merits of the war are wrong IF and only IF they are consistent in their opposition.
Changeing views just cause your party is in power or vice versa is sickening.
No backbone or fortitude.
