I think you mean

(2x)^-2 / (3x)^-1 =
3x / 4x² =
3 / 4x

You need to know that u^-n = 1/u^n.

So (2x)^-2 / (3x)^-1 = 1/(2x)^2 / 1/3x

= 1/4x^2 / 1/(3x) = (1/4x^2)(3x/1) = 3x/4x^2 = 3/4x
