M&S only ever seem to have big sizes when I'm looking for something so you could try there. However, if your mum used to shop at Liz Clarbourne she is probably after something a bit more original. Get her to have a look in Hampstead Bazaar - there's a branch in St Christopher's Place near Bond St tube. Their clothes are quite unique but lovely fabrics and colours and suit larger women. My mum used to like Liz Clairbourne and has recently bought a couple of outfits from Hampstead Bazaar and loves them - they are a bit pricey though.
