Because ant replacement part is more expensive than it's manufacturing cost.
Also if you are paying for someone to take apart you notebook, pull the panel, put in a new one, test and reassemble the notebook, you are paying for their time and expenses too.
In terms of part costs notebook panels cost less than monitor panels. The key difference is that nobody replaces a broken monitor panel, it is cheaper to buy a new monitor. The price of replacing a notebook panel is less than the cost of a new notebook, so it is worth doing.
