If you went to the store with $20 and spent $10 you would expect to get $10 back. If you find that the clerk has only given you $5 back, then you have been "short-changed." The phrase is used in a broader sense today to mean that you have been cheated out of something, or "short-changed."

Short-changing someone is a con. They pay you with a large bill (like a $50 or $100) for a small amount. When you go to give them their change they supposedly realize they had a smaller bill and then ask for their larger bill back. They try to confuse you and get to give them back more money than they actually paid you. I was a cashier and I had a guy short change me and he was good. I think he got $50 off me and I still can't figure out how he did it.

When a person is "short changed", he is not given what he deserves whether that is the right amount of money in a store, or credit for something he/she has done.

When you go to the store and they give you your money back and they give you less than they should you have been short changed...

it could mean not getting the right chance back at the store or it can mean cheated out of something.
