If you went to the store with $20 and spent $10 you would expect to get $10 back. If you find that the clerk has only given you $5 back, then you have been "short-changed." The phrase is used in a broader sense today to mean that you have been cheated out of something, or "short-changed."

Short-changing someone is a con. They pay you with a large bill (like a $50 or $100) for a small amount. When you go to give them their change they supposedly realize they had a smaller bill and then ask for their larger bill back. They try to confuse you and get to give them back more money than they actually paid you. I was a cashier and I had a guy short change me and he was good. I think he got $50 off me and I still can't figure out how he did it.

When a person is "short changed", he is not given what he deserves whether that is the right amount of money in a store, or credit for something he/she has done.
