"certainty" is actually just a conclusion we make when all the evidence we see (or choose to see) makes us believe there is no other option. So basically it is almost always a combo (but some can clearly be "certain" just on opinion).
As Mark Twain (I think. see?) once said, it is not the things we know or don't know that are the problem, but the things we think we know but do not (I'm paraphrasing).
