If I feel that I am part of a harmed class, who would I contact to generate interest in generating a suit? Specifically, a suit against local governments. Is this possible? Is there an organization that specializes in this?

You would have to speak to an attorney who handles class action lawsuits -- even though you can represent yourself in any legal matter without an attorney -- only an attorney can represent a class of people.

The process starts with one or more "lead plaintiffs" -- people who are representative of the class. Then the attorney (or other people) finds many more class plaintiffs -- depending on the court and type of case, certain minimum numbers in the class are required.

After that, once you have enough plaintiffs -- the lawyer files for the lawsuit and asks the court to "certify" the class -- basically, to get approval from the court to file it as a class action suit. Lots of procedure involved. Then the actual lawsuit progresses from there.

There are attorneys who specialize in class action lawsuits -- some do primarily medical malpractice -- some deal with drug companies -- some do products liability -- but it really is its own speciality within the practice of law.

Yes, lawyers.
Of course to file a "class action lawsuit", you must first find if there are other people who have been affected by the same or similar issues and file suit.
A court would then determine if your lawsuit has any basis, only then, would the lawsuit be called class action.
