Because watching a police officer who "plays by the rule" would make a very boring movie...
Who wants to watch a movie about a cop who pulls someone over for speeding, writes a ticket, goes back sits in his car, talks to his partner about the weekend then goes back to the station and does paperwork... wow... that has summer blockbuster written all over it!

Well, Hollywood is interested in money, and in turn, interested in whatever or whoever sells. It seems as if audiences today love the maverick cop because he doesn't let his superiors limit what he does to get the job done. He's a loose cannon, reckless, sometimes stupid, but he always gets his man. Most people aren't like this, and perhaps they see the maverick cop as a part of them they want to be (giving their boss the finger, cursing out co-workers, while still being so good at what they do, they can't help to keep their job). They root for the maverick cop to make up for their lack of such audacity.

Because the producers today are like the producers in the fifties. No imagination. Repeatedly you see remakes of the same films. Nothing new. I don't think producers read books that can be made into movies without blood, guts and lots of gore. When a movie 'is' made from a book, no matter what it says in the credits, it never comes close to the premise of the book. The same thing with the maverick or rogue cop. In the 50's this was the same premise only they used private eyes instead. Just repeat what used to do best every 30 or 40 years and use no imagination.

As with most genre, in a world obsessed with the latest technology and trends, stories about people who "toe the line" and are otherwise straight-laced are, ultimately, if not unfortunately, boring.
That's why the news is filled with disasters and other horrors, including personal tragedies that don't affect 99.9999% of the population in any way, shape, or form (by way of example, recently, a tornado came through my State, and, rather than give the TV audience a few warnings (what good is a warning if you're on the road or outside or otherwise can't hear it; conversely, what if you're safe and sound indoors??? do you really care about it??? if the news said that it's "coming your way" what would you do? get the kids and belongings in the car and drive into the danger zone?!?!), and then get on with the shows that we really want to watch, if only to take our minds off the media-induced panic, the news saw fit to air TWO STRAIGHT HOURS of an event that took all of FIVE MINUTES, and caused only minor mayhem!!!).
Not to mention the rantings and ravings of so-called, self-appointed, guardians of whatever bastion they defend, even to the point where you can't watch a sports show without hearing the commentators yell at each other just to hear their own voices. You'd be bored to tears if they spoke TO you in an intelligent fashion, rather than AT you like a common street thug, wouldn't you? WOULDN'T YOU?!?!?
So, in a roundabout way, THAT is why Hollywood is so interested in the "maverick" cop.
Whew!
Speaking of going on a rant . . . ! ;)
