The answer is yes, people think formating and reformating your hard drive will erase it, but i am sorry to tell you that it does not.
when you delete a file it is not gone off your hard drive, by deleting all you are doing is giving your computer permission to over write that file, now, depending on how much space you have got available will depend on how long it takes before the file gets over writen, and as most anti spyware, anti virusware and document shredder programs tell you, you nead to over write a program or file at least 7 times before you can be sure it is gone from your system, and on a big hard drive this could be years away.

Above answers are correct. There is software to overwrite the downloads so it should be hard to do. Just one format may not mask what was there. Some people say to format 3-4 times and it help. Overwriting the Hard Drive with a program designed for this works best.

No it's not the police that spys on you. It's the record company who does that. See, what they do is put a fake file (usally a song with their record label) and share it online. When you download it, you'll get the song or a screwed up one. That lets them hack into your computer and check out how many songs from their record company you have on your computer, or downloaded. When they take you to court, the court is who fines you for all the songs you downloaded because it's agianst the law. (copy rights) law. You see, watch out for Record company, their the one who's going to file a law suit agianst you.

When you format your hard drive the information in it is not lost (it can be retrieved with special software) unless you write something else over it. The only way you could be sure is by doing what is called a "low level format".

Also the police can in some countries retrieve logs of your activity through your internet provider.

You can use a utility to write over the deleted area of the disk so that it's not recoverable. Such a utility is SDelete.

Yeah they can.

There is software out now not available to the public that can do magic to a computer.

It is very highly possible. I haven't seen the software, but I have seen that trick done before.

yeah they can restore everything thats been delted on a hardrive by ghosting it. But there is a way you can encrypt it
