Honestly, there aren't many great functional cheats for Runescape, and as an honest player I wouldn't advise it. One major risk is getting your account banned, plus it kills the fun for alot of other players

HOWEVER, saying this, I DO know a cheat since my husband tinkers around with it all the time. The program is called SCAR, which is a program where people create customized codes that allow you to bot runescape relatively undetected. Alot of these scripts apparently stink, BUT there are a few that work, and it's considered the best bot system out there if you have the proper code. (Which are provided in their forums.)

However, a fast way of getting strong on RS the honest way would be to first build up on basic skills such as woodcutting, cooking, and fishing. For instance, I woodcutted willows for quick cash to buy basic items for mining, armor, etc. Then I fished and cooked in order to be self sustaining and leveled myself up quickly using what I caught so when I mine, I can beat the snot out of anything that interrupts me. I don't sell what I mine, instead, I save it in my bank for smithing which makes quite a bit of money.

Also for young RS players, alot of stuff gets dropped on the ground randomly around people cutting willows, banks, and normally expensive items are sold in player stock in major shops in overpopulated servers. Take this to your advantage.
