A PSP definitely. More kids have that and your son will be able to borrow and exchange games. He will have more fun with a PSP I believe.

Nintendo DS because it is very interactive & has more kid friendly games for a typical 11 yr old.
If he is a very mature 11 yr old or is more techy then the PSP. The PSP costs more but he will get more long term use out of it. I love mine because you can upload e-books to it, play people online or surf the web using it's Wi-Fi, put mp3s on there, upload videos & picutures. You can even watch TV on it using a Location Free player add on. The PSP is more versatile but the DS has a very solid game linup for kids.
Most of the games available for the PSP are remakes or spin offs of popular PS2 games and if you take the sport/racing games out of the equation most of the most popular PSP game titles are more adult. (Socom, GTA series) The PSP is a multimedia game machine that will work with your PS3 if you have one or are going to get one & the DS is just a great portable game device.

as I haven't bought myself a PSP yet, I can only answer for the DS.
there are some great games on the DS, and you can also play Game Boy Advance games on it as well.
PSP has the UMD player, so you may want to get that if you do a lot of traveling.
however, if you go to a game store, they may have demos avaliable, so you kids can test them there.

and i'd suggest the Nintendo WII.
Why??? its a game system that you have to excersice while playing. Kids don't realize they are excercising is the greatest part.
If you don't want a gaming system then the PSP is the way to go. Just make sure you don't have an open wireless line in the neighborhood. My teen son has one and downloaded huge amounts of adult materials on it.
Games tend to be cheaper on the PSP as well (and they are easier to find).

Overall, I'd have to say the DS is the better system.
It's cheaper and more durable than the PSP. There are also a lot more games for it.
However, if portability isn't a concern for you, you might want to consider a PS2 (not PS3). It's cheap, and has tons of great cheap games for it.

PSP:
1). Graphics are much better on PSP
2). Your kid can listen to music (it has remote on phones).
3). He can watch movies (almost any movie can be encoded into PSP format - free program www.pspvideo9.com)
4). He can learn internet basics (PSP has built-in wi-fi and simple browser)
5). PSP works very good with PS3
6). PC easely recognizes PSP as a flash drive.

get him a life time membership to the N R A or the R N C . that way the muck that the media is feeding the kids today will be regurgitated and the truth be told.

Get him something he can use outside, dude. Kids today just sit inside the house all day playing video games. Get him a skateboard or something.
