Yes. It's a low hum. You can hear transformers hum if their iron plates become delaminated.
Oh, do you mean, like, all the time? You have to convert electrical energy in to pressure waves (aka sound) first. I hooked a big woofer directly up to 115 AC once that I was about to throw out anyway. How! That's all I can say to describe it - How!. It blew PDQ.

You can only hear something if it causes a physical vibration of a large enough amplitude to cause soundwaves to propogate through the air to reach your ears. Electricity flowing through wires does not generally cause the wires to vibrate. However, when the electricity is introduced into a transformer, the alternating magnetic fields that are induced CAN cause vibrations of internal metal components, which can often be heard. At 55 Hz, the tone would be a quite low note (the second lowest A on a piano). This note is quite audible to anyone with normal hearing.

You can not hear electrical AC frequency ( it is actually 50 or 60 Hz) so long as it is in the domain of Electricity. In someway it has to sneak into acoustic domain. This sometime happens when you take your ear near a transformer ( be careful ) or if the transformer is not tightly packed. The stampings of the transformer starts vibrations due to magnetic coupling ( due to current it is carrying) and the acoustic air pressure reaches the audible range.
In short that is the reason you cannot hear electrical frequency directly.

We hear sound which is vibration of air molecules.
The frequency dealt in elecrticity is the frequency of voltage and current which are not material vibration which can make vibrate the air molecules.
When there is fluctuations in voltage and current in a wire, in no way it affects the molecules of air .

You probably can if you are normal, pass the signal to an amplifier and then give it a way to move air around by passing the amplified signal to a speaker.
