Your question is simple in its delivery, but not so simple to answer. The question is not objective, since it is so subjective to the person/persons that you ask.
Many people are biased to their race/culture and feel a need to defend their women, regardless of the natural beauty within that total population. Others will intentionally sway to the opposite for some personal vengeance and throw off the rating.
So, I assure you that all cultures and hair colors have beautiful women. All have pretty and "not-so-pretty" girls that can make or break the curve. Your question is a good one, but much too hard to be put into a list. It would not be fair to one or the others to "rate" women's beauty according to their race or hair color.

The golden ratio applies to all races. Beyond that it's just a matter of what which colour an individual prefers - or even more importantly the connection that is made between two individuals in terms of world view, values (which can be broken up into family values, moral values etc.). That's all. So, in short, beauty comes in all colours and anyone who doesn't want to acknowledge that quite simply has a different agenda looming in the wings.

Everyone has a perference but all of the women you listed can be equally attractive. I'm not going to give you a racist answer saying that blondes look better or Africans look better, because I don't believe that.

When you say blond, do you mean white? You do know some black people have naturally blond hair (like my cousin).
