250 is too small, but a 600 too big.. so I would say an older 500 would suit you, but once you learn, thatll get old really quick, I suspect youll want a EFI 600 by 18.
500 is the answer, BE CAREFUL, and take a motorcycle safety course(free one preferably)...I learned a lot and Id been ridin for over 2 years.

For a 16 year old, a 250 is fine. You need to spend lots of time learning to ride safe, and not hot dog.
A 500 is a lot of bike, and you need to countersteer a heavier bike.
If I had it to do all over again, I would have started with a 150cc scooter on the street (oh yeah, I did), and that way I wouldn't crash while learning (oh yeah, I did that too).
I haven't crashed again, but my pins in my hip act up now and again, not too bad.
And you would like a bike that goes 120MPH?

A 250 is fine, even a Honda Rebel which has the reputation of being a 'girl's bike'. One advantage of getting a 250 to learn on is that they don't cost the earth for a good second-hand model, and because they are popular, you can sell it when you are ready to move on to something bigger, and get most of your money back. That way, you are not committed to spending money on a more expensive bike, only to be out of pocket when you decide it is not suitable for you.
Also, some 250's (eg, the Honda VTR250) are very fine bikes indeed, and are not to be sneered at.

don't even think about it till you've got the licence and experience you need to handle it.
it is a priviledge to ride a motorcycle and even a veteran of some 20 yrs and as many very powerful machines has taught me, respect, i have a zxr 750 kawasaki tuned and balanced for stunts etc etc, and the dreaded deisel monster kicked out my back wheel at relatively low speeds and i lost it, slamming into a metal fence at 20mph totaly destroying £1000 worth of plastics, BUT REMEMBER THIS ,PLASTIC AND GLASS CAN BE REPLACED, A LEG OR AN ARM CANNOT.
keep the faith and pass your tests, incidentaly the law states a 16 yr old can ride up to 50cc or a machine which cannot exceed 30mph,assuming you have class d entitlement on your provisional licence and you pass a cbt instruction course, this aint cheap,then you have to go for your full licence, which again is not cheap.and no im not a an old fart , i blew up a zzr1100 at 200mph.check dvla web site for full legal rights etcetcetcetc...

Any bike that you feel comfortable on that's mechanically sound is a great beginners bike. 250 is Fine, 500 works. over 600cc I'd be a little cautious.

Im also getting my motorcycle and im about ur age. Ive done enough research to say get a 250 and ride the crap out of it lol Master turns and yeah ride it untill u fully learn. Then upgrade.

The other thing that was not mentioned above is insurance. A 250 is very cheap to insure.
