Stop doing whatever you're doing that is making you not want people to look into your windows in the first place. Or just add curtains.

Turn all the lights off and stand right by the window they're looking in and turn on the lights. You'll give them a scare.

Put some net curtains or blinds up. When its getting dark close the curtains when you have the lights on.
Or do you think you got a peeping tom? In which case report it to the Police.

Open the window and shock them by throwing a glass of water into their face... If that does not do the trick then call the police and report it... Oh.. and be careful!!!
