Mine dresses as my boss the other days of the year but can come in his real attire to the office party on Halloween.

I'm not sure monsters are capable of communicating in human languages, but yes they do dress up as humans. But you can easily spot a monster dressing up as a human because the costume just isn't real. Just like how they'd be able to tell if a human dressed up as a monster.

you could nicely be a park ranger, zoo keeper, yet another wooded area animal or a skunk. additionally or could be a flower like from Bambi whilst the skunk says "you could call me flower in case you desire to."
