How do you know whether to accept or deny something blocked by the firewall? For instance, something called "Com.Surrogate" keeps getting blocked by my firewall and I keep denying access, because I don't know what it is.
Is there a way to determine if I should permit entry?

I would completely block it from all access!

It sounds bad. Has anything stopped working since you started blocking it? If not, block it permanently.
