A Tablet PC would let you draw on the screen like that, but to do good looking drawings you would need to get a digital drawing tablet like the one in the video. You can buy them separately on a website like amazon.com. A Tablet PC is a computer that can run Windows and all that, but a digital drawing tablet just attaches to another computer.

Well, you could get one of those. They're pretty expensive though.

One option is a "tablet" PC - it's a normal laptop, but you can swivel the screen around and just use the touch-sensitive screen to draw or write on. The presenters use them on Sky News. They're still fairly expensive - see http://www.laptopshop.co.uk/cheap-tablet-pcs.htm for some options.

A final option is just to get a standard laptop, but plug in a drawing tablet. These are fairly cheap, and lots of designers use them to draw with. The disadvantage of course is that you draw on the tablet but the image only appears on the main screen.

It is a drawing tablet. Connects via USB. Basically lets you work right on the screen instead of using a separate pad. Wacom makes these. For a couple of grand you can have one too.
