Get the ceilings papered with a special foiled back insulating paper then just paint over it as normal. Otherwise turn all your heaters and radiators upside down so the heat will travel down.lol

Heat rises but we use a ceiling fan to recirculate. Make sure that you have insulated and stop all the air leaks around the windows and outlets. Good wall to wall carpeting will insulate your floors enough that the heat will remain. When I was younger, I lived in a second floor apt and rarely had to even turn on my heat. The first floor and the third floor residents did a good job of heating my in between home.

Heat rises, so the upstairs neighbors benefit from your heat. The only way to prevent this would be to insulate the ceiling of your flat. As this would be expensive, and might also violate your lease, it is almost a no-considerable thing to do.

The last time I checked, hot air (heat) RISES. I have photographs of hot air balloons to prove it. Obviously you meant "ceiling" when you said floor.

A good ceiling fan, to "push" the warm air down, will help - if you're allowed to install one. If not, you could make a stand about 5 or 6 feet tall and place a box fan on it with its air intake side towards the ceiling.

It's going to happen no matter what you do because heat naturally rises, it is the law of nature, but, you can buy a ceiling fan and push the warm air back down and recirculate it. Nothing will fix the problem completely.

Don't turn the heating on. They'll then turn theirs on and you can use that.
