It's been used about 4-5x/year for 7 years. After this last time, the inside looks like it's peeling. I'm guessing this is some sort of paint/coating as opposed to build up. Should it be peeled off or not? If so, what, if anything, should it be coated with?

I doubt that it is paint. Most likely it is residue from the smoking proces. Wipe it out and try to determine if it paint. If it is peeling paint, by all means remove it.

If you think its part of the metal covering (paint or coating), then by all means scrape it off.
My smoker (non electric) is made of stainless steel & has build up on it as well that flakes off. I just wipe it with a dry rag to knock of the heavy flakes, but never ever clean your smoker. They say this is the worst thing you can do for a smoker.

Yes it should be peeled off you don't want it getting on your food. You can clean it up and paint it with a high temperature paint (available at most good home stores). This will keep it from rusting and getting that on your food.
