to change electric cord on electric dryer.

Both 1 & 2 are valid. I'll just add two more cents. Take the old one off and take it with you to buy new. Just in case the "Prong" configurations vary.

These days most things like that come with a molded plug and you will need to buy a plug with the same pin configuration as well as cable.
My choice would be to shorten the lead, if it is damaged and make up a short extension cord.
I would avoid opening up the dryer, unless you are talking about a clothes dryer, and not a hair dryer.

As above but make sure the new cord had the same number and shape of prongs coming out of the plug as on the old plug.

Buy the new cord. Connect it the same as the old cord. Turn the power off first.

Unplug the dryer, find the panel on the back where the cord goes in.... remove that loosen the wire clamp , undo the screws to the individual wires, reverse to reinstall. making sure the wires are int he same order.
