First, it is legal for our government to spend money on a war and not spend money on poor people. The real question is about ethics and morality, not legality.

Second, we already spend trillions on helping the poor and our government does an amazingly terrible job. We should dump the government run entitlement programs and give the non-profit sector the job of making a difference. Organizations like Habitat for Humanity, The Salvation Army, Convoy of Hope, Teen Challenge and many more already do a great job, make a real difference and do it with much less money.

800 million? Not only does your question make no sense, we only have 300 million in this country and the number of those living in poverty has decreased. You need to pay a little more attention or learn better English.

Don't think we'd open up a hand-out line if it weren't for the war.
People need to make something of themselves.
