Well, all what others said is true except Brian B ..the middle posion is fully automatic while the down posion is semi automatic... actually you cant pull the charging handle if its safe but in case the bullet is already in chamber then the position is must be up to be safe .

All of the above; additionally:
"The combined safety - fire selector switch of distinctive shape is located on the right side of the receiver. In the "Safe" position (topmost) it locks the bolt group and the trigger, and also served as a dust cover. The middle position is for automatic fire, and the bottom position is for single shots. "
N.B.: US-legal versions will only have the safe and single-shot functions.

On a standard AK series weapon, the selector lever on the right side of the weapon is at its top most position.
On a semi automatic version (civilian) it will have two positions up and down, up is safe, down is unsafe.
On a military version there are three settings up is safe, down 1 click (middle ) is semi automatic (1 shot per trigger pull) and down 2 clicks is full automatic..

On the AK-47...
UP is safe.
MIDDLE is full-auto.
DOWN is semi-auto.
on the semi-auto AK- up is safe, down is fire, only two positions.
the reason full-auto is not down is to prevent a rookie soldier from emptying his magazine in a fight.

1st make sure its empty.
2nd point it at the ground
3rd pull trigger
you shouldnt be able to pull it all the way back or hear an audible click.
