3 months old is young, but can be done. However, the dog will probaly have accidents while you're away. I would definately crate train him (it's safest for him in the long run). If you have a big enough area, you can attach an exercise pen to his kennel and use puppy pads at the opposite corner. I don't recommend using newspaper in lieu of puppy pads cause then he's apt to go on newspapers when ever he sees them and feels the urge. Puppy pad training does have a LOT of downsides though.
The best thing you can do though, is this try to come home during lunch to check on the puppy. You can also hire a sitter to stop by the house daily to check in on the tike (and allow him to do his business outside). I live in North Carolina and they usually charge about 20 dollars a trip so it's not cheap. Once he's fully vaccinated and fixed, perhaps a doggy daycare would be a good release for his energy. Once again, it's not a cheap option (usually runs around 25$ a day).

The trick to leaving a dog safely and confidently at home is to gain its trust that you will always return.
First start leaving the dog for short spans of time, frequently during the day. Don't make too much of a fuss when you get back, and definitely don't make a fuss (be upset) when you leave (the dog will pick up on this and think something is wrong). Just say "stay, be good" and "I'll be back soon". They will learn these phrases soon enough and be comforted by them.
A dog really doesn't have a concept of "time" as such, they can distinguish between a "short" time and a "long" time, but 4 hours is pretty much the same as 1 hour to a dog.
Just gradually increase the time the dog is left alone over a fairly long length of time.
Leave the dog in a room with lots of toys, its bed, water and some dry food and at least whilst it is still young, either a pee pad or some newspaper on the floor. Make sure, at least to start with, that the room you leave the dog in is pretty much dog proof, or at least doesn't contain anything you care too much about.

Maybe about....... 6 months and above. Some puppies are tough and you can leave them when they're about 5 or 4 months.
