Are you asking if a water pump can work without the presence of water anywhere? Or are you asking if a water pump can work without any water in it? If the question is the latter, the answer is yes. Some pumps are what they call self priming, which means they can pull the water up to then even when they start out dry or primarily dry. I guess that if you think about it, a water pump can work with other materials such as molasses or syrup so that they can operate without the presence of water as well.

Presents = presence of water.

Pump might break or just run for awhile. How long do you want it to run ? I have had bilge pumps on a boat run for awhile when they are stuck. The water had already been pumped out an it was stuck.

There are different types of pumps that are advertised to not break down when they are pumping and there is no water. Diaphram pumps,Centrifugal Pump, archemedes "pump".

Because the pump you are using requires lubrication and the lubricant IS the water itself. EDIT: I gotta laff on the thumb down moron. I've rebuilt pumps for over 35 years. I think I have a general idea of how they work.

a water pump in a car is turned by the engine belt and can run fine without coolant but what turns the pump the engine will over heat stop running and then stop turning the pump

My understanding is that it depends on the particular pump, and unless the instructions indicate that it can, presume that if you operate it without water you will burn it out.

Uhhhh.... is this like the sound of one hand clapping??? All pumps rotate (work) by the application of an external force. If you're asking that, then I would venture to say yes.

Otherwise, the obvious answer....

It can operate for a short period of time before it overheats and seizes due to the expansion of the metal
