If you use the term powerful to mean faster, it would be Andy Roddick. If you mean whose serve is more difficult to return, I would say Nadal.
Roddick's serve is fast, that makes it difficult to return for most players, but the top players get to the serve and even a bad return puts them in the point. Roddick doesn't place his serves all that well either because the emphasis is on the speed and not placement. He seems to operate on the premise that if he hits it hard enough it doesn't matter where in the box it goes.
Nadal has an angle on his serves that makes them hard to return and effectively set up for the remainder of the point. His top spin is harsh, and his placement is varied. The fact that he plays left handed also gives him an advantage on the serve.
As for plays, it is Nadal. Although he has been rather one dimensional for some time as a slugger, he has improved his service game (see angles above) and is working on his net game. His physicality has allowed him to catch just about every ball and his affinity for topspin lobs can get him back into the point. I think his weaknesses are both the physicality of his game (he has to be 100% healthy to win) and his reliance on the topspin (limits the development of other skills that will shorten points keep him healthy longer).
Roddick is all about hitting hard and fast. There is no finesse to his game, and he gets figured out immediately by the top players. The only reason he is ranked in the top 10 is because he wins so many games of his serve. When he isn't serving well, the rest of his game is one glaring weakness after the other. I will say that he has improved his overall game quite a bit since convincing Jimmy Connors to coach him, but he still has a way to go on developing a range of shots, a return game, and some finesse.

Serve: No question--Andy Roddick is the best server in the world in terms of power and consistency. The only other person who comes close is Ivo Karlovic who can at times out ace Roddick. The serve is actually considered to be a slight weakness for Rafa Nadal
Plays: Rafael Nadal is one of the best shotmakers out there (especially for a counterpuncher). Roddick and Nadal both have great forehands, but Nadal's backhand is far superior and Nadal is also more consistent than Roddick from the baseline. Neither one of them are great volleyers, but they have both improved at the net in the last year or so--I'd call them a tie in that department. But Nadal has more overall variety of shots than Roddick does. He's also a better returner than Roddick. The return of serve is Roddick's weakness.

Nadal would still win. Roddick only beats players that cant return serve, struggle on their own serve and cant handle his pace. I think we can all agree Nadal does not fit that profile. Its funny because Pat McEnroe and all of the ESPN tools said Roddick would beat Nadal in Indian Wells as they were convinced Roddick was too strong, just like they said the same thing about Agassi a few years ago in Canada. A healthy Nadal will hold serve and still break his opponent. Nadal would win two tight sets then Roddick would do his typical whining third set gift 6-4, 7-5, 6-1

Powerful serves: Andy Roddick, hands-down. He holds the fastest serve record at 150mph.
Powerful play: slight edge to Rafael Nadal. Both have strong groundstrokes, but Rafael has more control than Andy.

Roddick is the best player in the world who relies on the power game. Serves-Roddick. Forehand-Roddick(Nadal hits with more spin, but in terms of speed, no contest). After that, the power differential is less of a factor.
Nadal plays great defense and that's an area where Roddick could improve.

That's a good tennis question. Andy Roddick has a strong serve but he's not persistant and loses heart. On the other hand Rafael Nadal has;nt got a strong serve but he's persistant.

Roddick has the more powerful serve, but Rafa is a far better shotmaker than Andy. When he does comes to net, Rafa's actually kinda good. Also, Rafa can play a mean drop shot on occasion. At this point, Rafa's the better player and has more success than Roddick. It'll probably end up this way forever.

Roddick has a better serve :) But I guess Nadal plays better. When I watch Roddick's game, I somehow think that he depends too much on his serve
