Got a citation ticket.
I got it about a year ago, and I wrote a reason to appeal it.
I have never heard from them since then, and I actually left the states to Japan.
The bad news is I don’t have the ticket with me anymore; there is no way I can find out my situation by using their city web-site.
Here I am planning to visit America again, and I am abit worried. Does this affect my visit( passport to enter the state, to be specific) ?

It could affect your passport depending on the citation. You will have to be more specific.

If you never took care of it and never went to court, there is a good chance that there is a bench warrant for your arrest. Fortunately for you, I'd say about 99.9% of cops that ran your name and came back with a warrant like that would just let you go and tell you to take care of it. With a warrant like that, it's at the officer's discretion. There is so much paperwork involved with arresting someone that no cop would go through the trouble for one measly traffic warrant. I've been pulled over with an excess of 4 bench warrants and haven't been arrested for it. I wouldn't worry about your passport, either. While the tickets were in warrant, I actually had a passport issued to me with no problems. If you are in the city where your ticket was issued, go to the courthouse, pay like $40 to get it out of warrant and you can either set up a court date, or start a payment schedule.

I got a citation about 3 months ago and also wrote an appeal. After the designated time had passed and i didn't get a letter in the mail I just called to confirm that it had been appealed. Turns out they don't send a notice to you letting you know it has been appealed. just leave you hanging. So personally I think you should be fine.

Well since you wrote in a letter regardless of the content that means that they gave you a court date ( a day you get to go to court and plead your case in front of the judge and the officer). And since you did not go a few things could of happended, the judge put out a warrant for your arrest (depending on the type of citation and his mood) or he could of suspended your license, or just found you guilty or thrown out the case. There are alot of possible out comes for this type of problem, and contributing factors, like your driving history, the reason for the citation, type of citation. I wish i could have been more help.

You can call the city--either the city hall or the police department--and ask if there is any kind of warrant out for your arrest. When you do not pay a ticket in full, and you do not have it in writing that you were cleared of charges, they do put a warrant out for your arrest. See what you can work out over the phone so that you can avoid arrest when you re-enter the states. You will almost definitely have to go to that city and make a court appearance, plead your case, and pay the ticket.

most minor moving violations are not reportable like that. Say you goto the ticket in California foro speeding and you go to Texas and get pulled over again. Chances are Texas cops arent going to know you got a ticket in California. If you never heard from the state you got the ticket in chances are you have a warrant out for your arrest in that state and you better pay the fine if you want to go back there.

You should of had a court date to go to when you got the citation. If you didn't show up you probably got a warrant for missing your court date. They don't tell you that you have a warrant either because it is up to you to take care of it not them. But it's not anything big to stop you from coming back or even leaving...if you had a felony warrant then you would have some problems lol... you will be fine but you should get it taken care of when you get back.

Probably not. A traffic ticket and citation are the same thing. The worst that might happen is when you visit the same area you might get popped for not paying the original ticket.
Don't sweat the small stuff, enjoy your trip. . .

I had a citation, contested it, and it was four years before they reached me.
Perhaps you could have someone in the states check up on it for you?
Also, the Visa is for the country. There are no state visas. When you apply for a visa, if there is a record, they may deny your visa or require payment of the citation and a fine.

The federal government receives you when you come back. You got a ticket in a county. It was a county violation, it has nothing to do with federal law. You might have a fine waiting for you back at that county though.

a citation is nothing, theres no fee or charge. its basically a written warning. you dont even need to appeal it. also, homeland security has much more important things to worry about than 'citations', im sure you wont have any problems
