I started as lone Filipino driver/cleaner for a portable toilet rental company in Macau.In 3 mos time I was promoted to Chief, Operations with other Filipinos working under my supervision. I was reponsible for the overall operation of the said company business. If any one out there needs a worker for the same business, I'm currently unemployed and availble for any position in the said business.

Why not start your own? Sounds like you have all the knowledge and experience required.
Money? Find someone who would like to own 50% (and take 50% of the profit) for the funding while you get 50% for sweat equity. (Vesting maybe 20% per year.)

In the US there is a job service called "Monster.com." You might check it out to see if it goes to the Philippines, or maybe you can find a similar service there. Good luck.
