This is very normal and nothing to worry about.
As to why it happens -- because he is male. : ) lol

probably in the position he is in and the feeling he has. Endorphins are released in the brain when suckling occurs. He is generally doing it for comfort initially. When he begins the Endorphins (feel good hormones) surge and the kitten will become very relaxed, add that to laying on his back with legs spread will release the penis to protrude. The throbbing isnt really throbbing, its because the penis is full of blood vessels its pulsing with the heartbeat. Hes not "getting it on" if you know what I mean. Some male cats can be over hormonal, they like any other animal and human, can sometimes make too much testosterone and become "Super Sexed" and hump and spray things too much, but you didnt mention that so I think its just cause he is so relaxed.

Even though at 8 weeks he's not sexually mature, he's still growing, so all this rambunctious activity I would think would be normal.
If he's otherwise playful and healthy, I wouldn't think anything of it. If you really are worried, try to listen to see if he meows when he's urinating--could it be urinary tract infection?
I bet, though, he'll grow out of it. He may just have a very healthy level of kitty testosterone.

It probley is your right, mine actually used to suck his own penis while he was young, needless to say besides me being jealous of this ability I was worried, so I talked to my vet and he said that young kittens often suckle on anything they can find that might replicate a nipple, he perscribed a small bowl of milk a day, "though this can make them sick if given once they are to old or if their is to much." try it

I've seen this with unneutered male cats. Apparently, they don't really have that much control over their penises and so they will pop out occasionally. After he gets neutered, this should stop for good. I've never once seen a neutered cat show his penis.

once you get him fixed, it'll stop.
also, he won't spray your furniture and stuff. . and he won't get out and impregnate a stray cat, making a new litter of stray kittens. =)
