Is it? Do you suppose that when you're buffing or drying your car, that anyone would actually come over to check and be sure you're not using underwear?
Another one of those strange laws. I used my husband's old underwear as a wet rag when I painted my Sunday School room at church. One lady laughed.

I have seen people dry their cars with towels and then leave the towels on the driveway to dry in the sun. Maybe someone was doing the same with underwear and it was looking bad for a neighborhood.

it's not sanitary.salmonella and e-coli amongst other creepy germs.leaving skid marks on your car is less appealing than bird poo.either that or it is considered indecent exposure of some sort, kind of like a woman buff drying her car with a used bra.socks work better because the material is made to absorb sweat/water.put them over your hands like sock puppets and start wiping.

I think that does not apply except when you are wearing the underwear and rubbing your body against the car.
