Tiempo is use to describe time or seasons: It's summer time; Es el tiempo de verano. There was a time... Hubo un tiempo...

Hora can be use to describe time or one hour. At what time; En que hora? In one hour; En una hora.

Rato is basically a short moment. We are leaving in a little while; Los vamos en un rato

Vez is used to talk about a moment in time or sight.
This one time in summer camp; Una vez en un campamento de verano. What do you see; Que vez (this can also mean "what time")

oops its difficult to explain

-tiempo its more like months or years
-vez its like if you are telling a story and you said once....
-hora its like a certain hour or you are talking about a short period of time (hours)
-rato its a little less than hours

so there you have the terms in descending order
hope that helps
