if you are training religiously, using progressive resistance and follow a good diet and there is no muscle growth over the entire body then your caloric intake is too low. if there is growth in some body parts and not in others, then the problem lies in either the training of those body parts or the recovery period of those body parts.

At your age, its way to early to expect significant results. And the reason the rest of the guys at the gym are seeing results is because they are getting all their daily protein(about 1g per pound of body weight) every day.
Now, some solutions to your problem might be:
-an increased workout intensity
-lift heavy weights for bulk, and light weights for defintion
-protein immediately after your workout and before bed
-a healthy diet

I can't stress the last two enough, what you eat is just as important as what you do, if not more. Another possibilty is creatine, which if you look for in google, is a huge help and benefit. Although your too young for significant results to take place, the above is the best thing you can do.

First off your are 13 and still growing. It will probably be very hard for you to add muscle mass at your age right now. Not everyone is blessed with great genetics for adding muscle. Some people it is very hard to add muscle mass there whole lives. Im a hard gainer, but I eat my azz off to get bigger.

A lot of people use really bad form for bicep curls and you should focus on not moving your body at all when doing them. Biceps are a very stubborn muscle to grow and will never get exactly huge, compared to your tricepts. People focus so much on their biceps, but mainy the tricepts are what makes your arms look bigger.

Also do you do anything besides lifting your biceps?
